Depends on what platforrm you are using. If you are using Wordpress or Joomla or Drupal, you can use free themes or buy premium ones. However, if you are building your site from scratch, it might cost you more not including custom logos and images you want to add.
Exactly depending upon the platform which you are choosing. Tell me which platform you want to do. If you ask about me. I will prefer PHP. Because its a open source platform. We can create, update easy as we wish.Excellent platform.

You can use the blog form such as webnode ,simplesite .
The wordpress is free but it not easy for basic users.
