Just banned this IP as well. I’m going to delete his account so it becomes a tad bit more difficult to re-register and confirm his registration using the same e-mail address 
EDIT: I renamed his account instead. If his account gets deleted, the record of his e-mail address will be lost and he can re-register using the same e-mail address. Changing his name makes it a tad bit more difficult.
