dreamweaver is a web programming interface used primarily for html and web page related coding
flash is a vector animation editing tool that has been given lots of scripting capabilities that make it an extremely valuable asset on the web
you can create frames in a flash movie and you could probably write a script in flash to create a new window that had frames but it would be much easier just to create the html source in dreamweaver then do a getURL from flash.
