I noticed in Netscape and Firefox (using a 1280x1024 resolution) that it offers the horizontal scroll bar. IE and Opera are ok.

unfortunately for you though like 90% of developers do, which is your target market… so right there you eliminate some of your market.
As for the design side i think it’s ok, but to me it’s borderline average/below average…
The grid on the top is extremely dated.
The logo is poorly executed. And presenting it on the web and having it pixelize like it is another part of that execution.
Mac users get 3 different displays between IE, FF, and Safari… could quite possibly be the same for PCs.
Lacks stylization, lack of typographic enhancement hurts the design.
Headers such as… Navigation, Login, Affiliates… perhaps try to vertically center the text instead of having them butt right up against the base.
Coding… to many tables for a layout that could easily be designed using only DIVS

Man actually, I am a programmer not a designer. So that’s why may the layout is not very good 
if you’re not happy with the design or the layout and don’t feel confident because you’re a programmer did you consider trying a template
or even just a really simple (design wise) site. nothing complicated, just a plain back, menu and headers (image or not)
or maybe you know a designer who could do you a favour?
or even try the job offers page on here, sometimes there are designers who would do a free site just to boost their portfolio
