Does anyone here have any really good ideas for a new operating systems security?

make it multi-user, have permissions, check for buffer overruns, you know, all the usual stuff…
This probably isn’t the best place to ask though - I don’t think too many people here are skilled in OS design 
Why not make it linux-based? Doesn’t linux meet some orange book spec for security?
