[php] is DOCUMENT_ROOT the web root?

Hi guys

Im looking at creating my own includes directory and I’ve been told that i should sit it outside the web root. Are they referring to DOCUMENT_ROOT (server/www/docs) or www (server/www) ?

Should it be:

  1. server/www/includes/
    OR
  2. server/includes/
