Pre designed in Photoshop..possible?

so i am going to be making a full flash website, and i started making the header in photoshop because its a more comfotable creating environment for me. was this a bad move(since PS is rastor, and flash is vector)? Is there an easy way to use the header in flash(i.e. import in flash as a flat image) without losing quality? I’d appreciate any help in this matter because I am lost
