I have a black silouette of someone as a jpeg file. I need to make this so that i can edit it in flash. I need to the same jpeg silouette except just in flash, so that i won’t need the image. HOw do i do this? Will i have to outline it then just fill it in? Thanks.
you could try importing the eps
what is the eps? Sorry
select your image and go to the modify menu and choose trace bitmap. Play around with the settings to try to get it the way you want. This will turn your imae into vectors.

Just import it into Flash, Break it Apart (under Modify), then click off it. Then click the black and delete it. If it looks ragged, copy it, smooth it (also under Modify), paste it onto a new layer, and make the pasted one a Mask. You may want to Modify the Shape to be 1 or 2 pixels smaller to hide the gunky edges…
