well i’m a sucka for new Operating systems , so i would say XP. Also it has more in box updates rather than getting 95 or 98 (second edition) and updating them manually. XP looks great too.
My advice would be Win2000
But for your budget maybe try to find a 2nd hand copy of 95 or 98…
