use a gradient mask
Umm… how do I do that… with the gradient tool?
make a layer with lets say a color blue…then make a new layer on top of that one. Place your image in that layer. At the bottom of the layers pallete is a make layer mask button click it. The select your gradient tool make sure the colors being black and white. Then apply a gradient in the layer mask. you will see how to adjust your gradient when you see the effect. The photoshop help files have a bunch of stuff on that. That shoud always be your first step.
