Stupid preloader will not work

i know i am going to feel like an idiot when someone tells me what is wrong, but for some reason my preloader is showing up after 50% of the file is loaded. the preloader is the only thing in the first frame, and nothing is being exported for actionscript in the first frame. i can’t figure out what i am doing wrong. attached you will find the .fla file. please help.
