Too many scrollpanes?

Here is what im trying to get, i have one scrollpane that has a collection of buttons that will control a selection of thumbnails displayed in another scrollpane. The problem im having is that the second scrollpane isnt appearing when i ctrl-enter. Is it possible that i have too many scrollpanes, is there another way to do this? please help. Any help would be appreciated.
