one that sits in front of a talented coder/designer. jk (not really), could be notepad, could be Dreamweaver, could be Delphi, could be anything really. Designs are probably made in Photoshop than translated to css.

Pretty sure it was the talent. A tool can only get you so far.The backend is php, though.
