you never know when ur gonna use certain effect, sometimes I see things that look nice but then I think I dont need to use them anyway, later I found out that effect can help me in my task, or a similar procedure

Create a new image of any dimensions, with a black background.
Go Filter:Noise-Add Noise. 7-9% Gaussian, Monochromatic.
Press ctrl+l and drag the sliders close together near the end of the left side of the bar. You’ll know if you do it right.
Copy the layer, and gaussian blur by 3px
Copy that layer and repeat (ctrl+f)
Set all the layers to screen.
Create a final layer, above all the others, render some clouds on it, then some difference clouds, and set it to mulitply. Adjust the opactiy as nessessary.
(optional) Create a new layer, above all the others, reder some clouds, and then ctrl+u, check off the colourize option, and set the colour to a light, soft, icy blue. Then set that layer to “soft light”
