I wonder what filter/tool in photoshop you use to make this kind of
border, I know there is a outer glow added, but how do I get the ragged look ?
Set the outer glow to “dissolve” (under Mode). Then lower the Range.
It might also have a stroke that’s Dissolved so the combination of Outer Glow and stroke do this…
