It’s annoying enough taking a laptop in your carry on as the situation stands now. This just sounds like a flash in the pan idea. Whoever thought of it obviously didn’t consider the actual practical application, and the consequences. You’d have to turn up at the airport a few days before your departure instead of a couple of hours!
