matt, try using the trace bitmap feature in flash on a picture (Modify > Trace Bitmap) or check out these tutorials:

The site was done by Billy Bussey. He probably rotoscoped the people using Adobe Illustrator. The 3d was done with 3DSMax exported with the swift 3d render engine.:geek:
