Frame Rates in Flash MX Cartoons

Hi

I am trying to decide what frame rate to use while I try to develop a decent Flash MX cartoon. I have narrowed it down to 24 fps or 30 fps…I think…help?

Also, whats the best 2D software to make cartoons with? Thanks
