Yeah, he is actually interested in bringing peace there. He caught most of the members in his own party by surprise with this. Once a lasting peace is achieved between Israel and Palestine, I would presume Congress will not allow billions to be spent on Israel. Israel a geographically strategic ally that we wouldn’t want defecting, so the US will do whatever it can and pay a good amount to ensure their loyalty
