Web Site legal issues

I have recently aquired a job of designing a web site for a college. During my design I constructed and hammered away to get the final product. This site is static by the way. One of my marketing stratagies has always include a flash page or animation to get my clients to say, “Hey that’s kewl! Can you make the whole site like that?” CHAAA CHING! “You bet I can. Let’t talk money.” Anyhow, prior to publishing the site I was put in contact with the college puter man. He then informed me that I would need to read and understand Web Content Accessibility Guidelines 1.0 and U.S. Section 508 Guidelines prior to posting. These quidelines are easy to meet with static sites but not with Flash. Has anyone ever come accross this issue and if so how do you get around it with Flash. If you are not familure with the guidelines they are set in order to protect yourself/buisness of any discrimination suits by the handicapped population.
