But it is usually specified with something is shiny, new, and fancy

I don’t watch much TV, but it is a term a ton of people say (usually to make fun of hillbillies or something).
New fangled usually is referring to an invention that has been around a while, but being removed from society, you haven’t seen it yet.
example:
I was over at Fred’s the other day, and he had one of them new fangled telephones. You know, the ones without any dial at all…
